Abstract This paper analyzes the Australia – Anti-Dumping Measures on A4 Copy Paper panel report, second recent WTO dispute to involve a challenge Indonesia's industry. The Indonesian industry benefits from reduced-cost inputs because of government's influence and subsidies over timber pulp market. report offers first interpretation ‘particular market situation’ under Article 2.2 WTO's Agreement. At same time, it raises questions regarding appropriateness using anti-dumping measures address what are fundamentally subsidy issues. While ultimately found that Australia's measure was inconsistent with 2.2, shows panel's increases relative attractiveness duties instead countervailing measures.
